The Misinformation:
(1) On the State Allocation Board Enrollment Certification/Projection forms (SAB 50-011) HBCSD reported 17 severely disabled students attending Special Day Classes in 2017. (TL-2017Mar24 14 SDC severe students) Decision Insite’s November 2018 Enrollment History reported 12 severely disabled students attending Special Day Classes in 2017. Did HBCSD inflate the amount of severely disabled students in 2017 on form SAB 50-011 sent to the State Allocation Board?
(2) School districts receive more funding for classrooms used as “special day classrooms” (SDC). The State Allocation Board (SAB) allocates funds for New Construction Grant calculations. For regular elementary students at North School the SAB would fund $12,197 per student. However, the New Construction Grant calculations for Special Day Class – non severe is $22,922 per student and for Special Day Class – severe is $34,274.00 (Exhibit DI-52 SFP Grants 2018 to 2019)
(3) DI changed HBCSD’s normal enrollment figures on their November 2017 and 2018 Enrollment History Reports to that of a fictional increase of 8.62% in Y2012 and a fictional increase of 14.35% in Y2013. Actual HBCSD enrollment increased by only of 6.15% in Y2012 and only 2% in Y2013.
(4) Why would HBCSD, all of a sudden, claim a large amount of severely disabled students from 2009 to 2013 who attended Special Day Classes? Why would Decision Insite report show figures of 14.35% increase in enrollment in Y2013 and 8.62% increase in Y2012 on their November 2017 and 2018 Enrollment History Reports?
a. Who from HBCSD gave DI the counts of severely disabled students that were supposedly educated in Special Day Classes?
b. What motivation was there for HBCSD to change the enrollment history from their November 2016 report to their 2017 and 2018 report?
c. The new historical data created a scenario of unusually large spikes in HBCSD enrollment in 2012 and 2013 and a large amount of severely disabled students.
d. Was the idea to create a sense of past rapid increases in enrollment that supposedly might repeat in the future thus justifying building a brand-new 510 student campus? Exhibit DI-28
e. Was the goal for HBCSD to obtain more funding for New Construction Grants from the State Allocation Board for a fictional amount of Special Day Classes at either North School or View School?
(5) Were the November 2017 and 2018 Enrollment History Reports changed historical data used to convince the Coastal Commission and the Office of Public School Construction for the need for HBCSD to build a brand-new 510 student campus even though K-12 enrollment was declining in ALL California coastal counties?
(6) As of 2024, HBCSD enrollment numbers are ridiculously skewed on the Ballotpedia.org website. HBCSD enrollment numbers used on the Ballotpedia website reportedly come from the National Center for Education Statistics. TL-2024 Ballotpedia HBCSD enrollment
For example, enrollment for 2013-2014 school year is reported as being 2,689 students on the Ballotpedia website. The reality was 1,426 students at HBCSD in the 2013-2014 school year. How did this happen? Is this a result of misinformation provided by HBCSD and Decision Insite to governmental agencies?
