The Misleading Information:
North School, renamed Hermosa Vista School, set for February completion by Michael Hixon, November 12, 2020, The Beach Reporter:
“Another delay according to Han, was discovering asbestos-coated pipe underground, which he said is common for buildings that are decades old. It took days to follow proper protocols, completing hazardous cleanup and getting clearance to resume work.”
According to the Environmental Impact Report section 7.6.7 Hazards and Hazardous Materials, asbestos was only encountered within the wall material (plaster in the kitchen storage heater room) and in a 12-inch vinyl floor tile and associated mastics in two restrooms. North School was not "RIDDLED" with asbestos as previously stated by Superintendent Pat Escalante.
NOTE: Asbestos is only a problem if it is released into the air. If asbestos containing materials are covered or not disturbed, they are not a hazard.
NOTE: HBCSD School Board members were warned of the problem of "project-related demolition" exposing asbestos.
“Project-related demolition activities would have the potential to expose construction workers and/or the public to ACMs (Asbestos containing materials) not already identified.” North School Environmental Impact Report, Section 7.6.7 Hazards and Hazardous Materials.
NOTE: The district’s own Environmental Impact Report under Section 7.6.7. Hazards and Hazardous Materials recommended that school board members NOT demolish North School.
"Since the proposed project would require the removal of older buildings, which may contain lead-based paint and asbestos, and Alternative B would NOT require building removal, Alternative B impacts would be SUPERIOR to the proposed project for hazards and hazardous materials."
